Requires any law affecting government transparency to be approved by voters at a general election, with a two-thirds majority of the General Assembly needed to refer such bills to the ballot

Allows the General Assembly to enact transparency laws immediately in emergencies with a nine-tenths vote, but voters must still approve or reject the law at the next general election

Waives sovereign immunity for the State of Arkansas in transparency-related lawsuits and allows prevailing citizens to recover attorney's fees

Effective November 4, 2026, if approved by voters; prohibits the General Assembly from amending this provision through the standard legislative referral process
