Proposes a constitutional amendment allowing Arkansas voters to recall elected officials including Governor, Lieutenant Governor, Attorney General, state legislators, judges at all levels, and county officials through petition and special election

Requires recall petitions to obtain signatures from at least 25% of voters who cast ballots for Governor in the last gubernatorial election within the relevant jurisdiction (statewide, district, circuit, county, or township)

Statewide recall petitions must include signatures from at least 50 different counties, with at least 10% of required signatures coming from those counties

Petitions must be filed within 60-80 days after filing notice of intent; Secretary of State has 30 days to verify sufficiency, with 30 additional days allowed to correct deficiencies if petition reaches 75% threshold

Special recall elections must be held within 90 days of certification, or at the next general election if within 120 days; only one recall petition per official per term is permitted; effective date January 1, 2027
