Appropriates $7,614,223 from the South Arkansas College Fund for personal services and operating expenses, including $4,296,797 for regular salaries, $210,542 for extra help, and $1,427,424 for operating expenses

Appropriates $22,032,222 from cash funds, including $5,652,378 for regular salaries, $8,483,593 for capital improvements, and $800,000 for debt service

Authorizes a maximum of 302 regular employees across administrative, academic, and auxiliary enterprise positions, with the college president's salary capped at $208,138

Permits up to 175 temporary or part-time "Extra Help" employees at pay rates not exceeding those in the Uniform Classification and Compensation Act

Contains an emergency clause making the act effective July 1, 2025, and was approved February 13, 2025
