Appropriates $29,000,000 from cash funds for operations, including $4,500,000 for regular salaries, $8,500,000 for capital improvements, $7,000,000 for operating expenses, and $1,200,000 for debt service

Authorizes a maximum of 289 regular employees across administrative, academic, and support positions, with the Chancellor position having a maximum salary of $208,138

Authorizes up to 110 part-time or temporary "Extra Help" employees at pay rates consistent with the Uniform Classification and Compensation Act

Contains an emergency clause making the act effective July 1, 2025, and was approved on February 13, 2025
