Authorizes a maximum of 595 regular employees across all divisions, with the University President's salary capped at $562,724 and various vice presidents ranging from $245,793 to $293,290

Appropriates $75,787,520 in cash funds for System and Various Divisions operations, including $24,152,570 for professional fees and $4,400,000 for debt service

Appropriates $12,688,819 from state operations funds and $22,215,000 from cash funds for Arkansas School for Mathematics, Sciences, and the Arts (ASMSA), plus $31,500,000 for UA Grantham operations

Transfers $150,000 from the Special State Assets Forfeiture Fund to the Criminal Justice Institute for illicit drug education and training programs
