Authorizes a maximum of 2,298 regular employees across administrative, academic, and auxiliary enterprise positions, with the university president's salary capped at $354,537

Permits up to 1,600 part-time or temporary "Extra Help" employees at pay rates consistent with the Uniform Classification and Compensation Act

Takes effect July 1, 2025 under an emergency clause, with all disbursements required to comply with state procurement, accounting, and fiscal control laws
