Establishes maximum staffing of 12,761 regular employees plus 1,565 extra help positions across administrative, academic, patient care, and auxiliary positions, with the highest salary rate of $685,678 for the Medical Center CEO

Provides specialized funding including $41,350,000 for Winthrop P. Rockefeller Cancer Institute, $5,000,000 for colorectal cancer screening and research, $3,050,000 for domestic violence shelter programs, and $2,124,057 for trauma services for children and adolescents

Creates a "Growth Pool" of 600 non-classified positions and a "Clinical Expansion and Research Pool" of 700 positions to address emerging medical research and patient care needs, subject to Legislative Council or Joint Budget Committee approval
