Allows civil claims for child sexual abuse to be filed at any time when the victim was under 18 at the time of injury and the claim is part of a bankruptcy proceeding initiated by a congressionally chartered organization on February 18, 2020 (referencing the Boy Scouts of America bankruptcy)

Claims may only be brought against entities seeking or receiving protection under a reorganization plan in that specific bankruptcy proceeding, not against any other person or entity

Applies retroactively to all claims based on criminal sex offenses that occurred before the act's effective date, regardless of statutes of limitation in effect when the offense occurred

Does not affect or limit other existing laws concerning statutes of limitation for child sexual abuse injury claims

Contains a sunset provision expiring December 31, 2026; approved February 13, 2025
