Prohibits all state agencies from using state money to provide funding, grants, or contracts to the Arkansas Center for Health Improvement

Defines "state agency" broadly to include all departments, divisions, offices, boards, commissions, institutions, state-supported higher education institutions, and state-supported medical facilities

Requires state agencies that do provide funding or contracts to ACHI to execute written certification that no state money is being used

Exempts contracts entered into before the act's effective date, but prohibits renewal of those contracts using state money
