Removes the requirement that retirement benefits for city attorneys in first and second class cities be paid specifically from the general fund, instead requiring payment simply "by the city"

Eliminates general fund account designation for retirement payments to city clerks, clerk-treasurers, and deputy city clerks, allowing cities flexibility in funding source

Amends retirement payment provisions for mayors of first class cities to remove the general fund specification while maintaining monthly payment requirements

Changes funding source language for retirement benefits to city treasurers of first class cities and recorder-treasurers/city treasurers of second class cities from "general fund account" to payment "by the city"
