Repeals obsolete provisions in Arkansas Code § 6-13-1006 regarding the first meeting deadline of education service cooperative boards, removing the January 1, 2024 requirement

Repeals the Arkansas Smart Core Incentive Funding Program (§ 6-15-215), which expired on June 30, 2020 and had provided $50-$125 per graduate to schools based on Smart Core curriculum completion rates

Corrects a grammatical error in the Computer Science Education Advancement Act of 2021 regarding course delivery format requirements

Ratifies Arkansas Code Revision Commission decisions to insert "open-enrollment public charter school" language in teacher compensation provisions (§ 6-17-2403) and codify higher education salary procedures (§ 6-63-317)

Explicitly states the act makes only technical, not substantive, changes to the Arkansas Code and shall not repeal other acts passed during the 95th General Assembly
