Clarifies that Department of Parks, Heritage, and Tourism employees providing golf lessons at state golf courses must hold lessons outside normal working hours and be PGA or LPGA Class A members or apprentices

Adds "a minimum of" language to the Arkansas Tourism Development Act investment thresholds: $250,000 in high-unemployment counties and $500,000 in other counties for Natural State Initiative Opportunity Zone tourism projects

Removes obsolete July 1, 2012 initial selection provisions from the Arkansas Great Places Program while maintaining the ongoing requirement to select up to 4 eligible organizations by July 1 of each even-numbered year

Specifies that the act makes only technical, not substantive, changes to the Arkansas Code and shall not repeal other acts passed during the 95th General Assembly
