Reappropriates up to $28 million and $40 million from the Skills Development Fund for the Office of Skills Development to continue workforce development programs, including personal services, operating expenses, debt service, construction, equipment, and grants, effective July 1, 2025

Reappropriates up to $153,216 from the Minority and Women-Owned Business Loan Mobilization Revolving Fund to support minority business enterprise development and competitiveness for state contracts

Reappropriates up to $4,175,177 total from the Development and Enhancement Fund for Arkansas Economic Development Commission grants and loans supporting public works projects, job training, industrial site development, port/rail/waterway projects, and water/sewer infrastructure

Includes an emergency clause making the act effective July 1, 2025, as delays could harm essential governmental programs
