Reappropriates up to $69,563 from the Livestock and Poultry Special Revenue Fund to the Department of Agriculture for construction, renovation, and equipping of the Necropsy Room at the Livestock and Poultry Diagnostic Lab, effective July 1, 2025

Continues unspent funds originally appropriated in Act 116 of 2024 for the same necropsy room improvement project

Prohibits awarding contracts or incurring obligations beyond available State Treasury funds, while allowing agencies to accept federal funds, grants, and donations to supplement appropriations

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control regulations

Includes an emergency clause making the act effective July 1, 2025, citing constitutional limitations on multi-year appropriations and the need for continuous agency operations
