Canvassers collecting signatures for initiative or referendum petitions must file an affidavit with the Secretary of State certifying compliance with Arkansas Constitution and laws regarding canvassing, perjury, forgery, and fraudulent practices before their collected signatures can be counted

Signatures submitted by canvassers who fail to file the required affidavit will not be counted toward petition sufficiency requirements

Canvassers who have filed the affidavit cannot collect additional signatures unless the Secretary of State determines the petition sponsor qualifies for an amendment under the Arkansas Constitution

Death or medical disability of a canvasser excuses the affidavit requirement, preserving validity of signatures they gathered

Declared an emergency effective March 4, 2025 to apply to the 2026 general election initiative process
