Creates a Document Validity Division within the Secretary of State's office as a law enforcement agency to investigate false or fraudulent documents related to elections (Title 7, Chapters 5 or 9)

Grants broad investigative powers including administering oaths, issuing subpoenas, compelling witness attendance, and requiring production of documents and records

Allows investigations within or outside Arkansas, with non-compliance enforceable through Pulaski County Circuit Court or the Arkansas Supreme Court for initiative/referendum petition matters

Documents found to contain fraud or falsity by preponderance of the evidence are declared null and void, with findings referable to the Attorney General for civil action or prosecuting attorney for criminal action

Declared an emergency measure to take effect immediately upon approval, citing the need to protect integrity of the initiative process for the 2026 general election
