Repeals Arkansas Code Title 2, Chapter 19, Subchapter 5, which established definitions and standards for "100% natural organic fertilizer" products derived from plant or animal materials

Eliminates the State Plant Board's authority to regulate and supervise the manufacture and sale of 100% natural organic fertilizers, including fee collection and manufacturer registration

Removes minimum nutrient requirements that previously mandated 100% natural organic fertilizers contain at least 4% nitrogen, 2% phosphoric acid, and 4% potash

Eliminates the exemption that previously protected private sales of unprocessed animal litter from regulation under this subchapter
