University of Arkansas System receives the largest allocation, with $25 million for system-wide projects, plus funding for restorations ($2 million each for Agriculture Building, Engineering Hall, Fine Arts Center, Memorial Hall, Kimpel Hall, and Business Building), and $9 million for deferred maintenance at Fayetteville

University of Arkansas at Little Rock receives $34,361,488 total, with $14.19 million for critical maintenance and $8.13 million for deferred maintenance, plus $2 million each for technology infrastructure, campus security, Speech Building renovation, Nanotechnology Center construction, and classroom technology

Requires all disbursements to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law, and prohibits expenditures beyond actual available State Treasury funds
