Expands privacy protections under the Freedom of Information Act to cover records of private citizens (living or deceased), not just personnel records of public officials and employees

Establishes a two-part test for withholding records: the information must be of a personal or intimate nature giving rise to a substantial privacy interest, and that privacy interest must outweigh the public's interest in disclosure

Clarifies that information about public officials unrelated to their official duties is also protected from disclosure under the expanded privacy exemption

Allows individuals who are the subject of exempt records to access those records or have a designated representative access them on their behalf

Adds electronic message with confirmed receipt as an acceptable method for custodians to contact the subject of records during the 24-hour notification period for FOIA requests
