Transfers regulatory authority over pest control licensing and enforcement from the State Plant Board to the Department of Agriculture, including licensing examinations, inspections, and registration of operators, agents, and solicitors

Repeals the exemption that allowed unlicensed pest control operators who worked before November 1, 1984 under licensed supervision to continue operating without complying with licensing requirements

Reduces the waiting period for applicants who fail a pest control licensing examination to retake the test from three months to fourteen days

Maintains existing bonding requirements of $100,000 for termite/structural pest licenses and $50,000 for household pest/rodent control licenses, along with liability insurance requirements up to $500,000
