Creates a state directory of vapor products and e-liquid products that manufacturers must certify with Arkansas Tobacco Control by September 1, 2025, with the directory published online by November 1, 2025

Requires manufacturers to submit proof of FDA premarket tobacco application (PMTA) filed by September 9, 2020 or a marketing granted order, with initial certification fees of $500 per brand family and annual fees of $250

Prohibits sale of vapor/e-liquid products not listed in the directory, with civil penalties of $1,000 per unlisted product for manufacturers and $75,000-$250,000 for false certifications

Bans marketing of vapor and e-liquid products using imagery appealing to children, including cartoon characters, superheroes, candy/food brand imitations, and terms like "candy" or "cupcakes"

Prohibits use of tobacco, vapor, alternative nicotine, and e-liquid products on school grounds, childcare facilities, and healthcare facilities, and requires child-resistant packaging for all e-liquids sold at retail
