Repeals the Arkansas Alternative Motor Fuel Development Act (Arkansas Code Title 15, Chapter 10, Subchapter 9), which provided rebates for alternative fuel refueling stations and electric vehicle charging stations

Eliminates rebates that covered up to 75% of costs (max $400,000) for compressed natural gas, liquefied natural gas, and liquefied petroleum gas refueling stations

Ends rebates of up to 50% for private electric vehicle charging stations (max $900) and public charging stations (max $5,000)

Terminates rebates of up to 50% for qualified alternative motor vehicle property, including up to $4,500 for hydrogen/natural gas vehicles and up to $2,500 for electric vehicles

Repeals the Alternative Motor Fuel Development Fund (Arkansas Code § 19-5-1249), which funded these incentive programs through grants and energy program funds
