Allows hospice agencies licensed by the Arkansas Department of Health to expand geographic service areas without obtaining an additional permit, provided they have a primary or branch office within 100 miles of the service location

Requires home health services agencies and hospice agencies to expand service areas only on the first day of a calendar quarter

Mandates 45 days advance notice to the Department of Health and Health Services Permit Agency before providing services in any expanded area

Requires the Department of Health and Health Services Permit Agency to record service area expansions in publicly distributed records

Subjects agencies providing services outside permitted service areas to penalties under existing Arkansas Code provisions
