Allocates $777,591 for regular salaries, $265,733 for personal services matching, $110,910 for operating expenses, and $3,000 for conference and travel

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control regulations
