At least one long-term care or residential care facility staff member must witness when an administrator assists a resident voter by marking a ballot on the voter's behalf

The administrator must mark the ballot without any comment or interpretation while being witnessed

Administrators may deliver absentee ballots to the county clerk for voters who name the administrator on their application and voter statement

Ballots may be delivered to the county clerk either in person by the administrator or by mail
