Prohibits Arkansas state entities, cities, counties, higher education institutions, and school districts from discriminating against or granting preferential treatment to individuals based on race, sex, color, ethnicity, or national origin in state employment, public education, and procurement

Repeals multiple existing programs including the Minority Teacher and Administrator Recruitment Strategic Plan, higher education minority retention programs, and affirmative action program requirements for state-supported colleges and universities

Renames the "Equity Assistance Center" to "Equality Assistance Center" and removes references to affirmative action, human relations, and awareness activities from its mission, limiting focus to desegregation and nondiscrimination

Converts the "Arkansas Geographical Critical Needs Minority Teacher Scholarship Program" to a race-neutral "Critical Needs Teacher Scholarship Program" by removing minority eligibility requirements

Creates a private right of action allowing individuals to sue in circuit court for violations, with remedies including injunctive relief and recovery of court costs and attorney's fees; requires state agencies to submit compliance plans within 6 months and appear before Legislative Council if not in full compliance within specified timeframes
