Establishes tiered felony classifications based on value: Class B felony for $25,000+, Class C felony for $5,000-$25,000, Class D felony for $1,000-$5,000, and Class A misdemeanor for under $1,000

Allows aggregation of multiple violations within a 120-day period to determine the total value and corresponding offense level

Includes an emergency clause making the act effective immediately upon Governor approval (signed April 16, 2025) to address economic harm to businesses and consumers from gift card fraud
