Requires all processed marijuana products to be tested after being fully processed and in finished, packaging-ready form

Defines "processed marijuana product" as marijuana altered by extraction, concentration, encapsulation, or chemical manipulation, including edibles, oils, tinctures, topicals, and inhalables

Mandates testing under Department of Health rules for pesticides, heavy metals, microbiological contaminants, residual solvents, and THC/CBD concentrations

Excludes marijuana paraphernalia requiring combustion (pipes, bongs, rolling papers) from the processed product definition and testing requirements

Does not authorize or prohibit specific products such as prerolls, blunts, or other ready-made inhalables
