Appropriates $11,902,391 from the Workers' Compensation Fund for personal services and operating expenses of the Workers' Compensation Commission Administration, including $7,027,198 for regular salaries and $2,454,898 for personal services matching

Authorizes a maximum of 105 regular employees and 2 part-time/temporary "extra help" positions, including 1 chairman, 2 commissioners, 13 administrative law judges, and various legal, IT, and administrative staff

Appropriates $21,550,000 from the Death and Permanent Total Disability Trust Fund for tax refunds ($550,000) and payment of death and total disability claims ($21,000,000)

Appropriates $500,000 from the Second Injury Trust Fund for payment of second injury claims

Appropriates $150,000 for Workers' Compensation Commission building repairs and maintenance, plus $140,000 from cash funds for scholarships and educational conference expenses
