Amends Arkansas Code § 16-10-310(c)(1)(A) regarding priority allocations from the State Administration of Justice Fund when the fund balance is insufficient to cover all authorized monthly allocations

Removes funding priority for the Arkansas District Judges Council, Inc. and its Executive Director from the list of first-tier allocations

Adds county reimbursements for jurors as a new first-priority allocation, to be distributed through the Administrative Office of the Courts

Retains first-priority status for the Court Reporter's Fund and the Trial Court Administrator Fund
