Appropriates up to $5,000,000 from the Educational Buildings Maintenance Fund to the Department of Education - Division of Elementary and Secondary Education for capital improvements

Funds cover building and grounds maintenance, equipment maintenance contracts, insurance, janitorial services, major maintenance costs, renovation, improvements, repairs, and operations for four Department of Education buildings in the Capitol Complex

Agencies may accept and use grants, donations, and federal funds to supplement state treasury funds for project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control regulations

Contains emergency clause making the act effective July 1, 2025; approved March 18, 2025
