Appropriates $201,693,712 for personal services and operating expenses of the Division of Developmental Disabilities Services for fiscal year ending June 30, 2026, including $104,057,583 for regular salaries and authorization for up to 2,490 regular employees

Allocates $15,892,045 in grants-in-aid to community providers serving the developmentally disabled, plus $178,768 for Arkansas Special Olympics and $50,000 for private non-profit community-based programs

Appropriates $1,729,279 in state funds and $446,205 in federal funds for Children's Medical Services programs

Directs the Division to budget up to $1,000,000 for elimination of the Autism Waiver Services Program waiting list

Requires licensed community providers to screen individuals for Medicaid eligibility within 30 days of first service, maximize Medicaid funding usage, and maintain financial management systems per DHS guidelines
