Eliminates court costs, fees, and fines that can be imposed on juveniles or their parents/guardians/custodians in juvenile court proceedings, including probation fees (previously up to $20/month), diversion fees, court costs (previously up to $35), and fines (previously up to $500)

Establishes a rebuttable presumption that juveniles are indigent for purposes of appointing counsel, requiring court-appointed attorneys be provided at no cost to the juvenile or their family

Prohibits charging juveniles or their families for costs associated with detention facilities, electronic monitoring, youth services center commitment, mental health services, evaluations, treatment programs, or DNA sample collection

Voids and makes uncollectible any existing judgments against juveniles or their families for fines, fees, costs, or taxes in juvenile matters, and vacates related civil judgments, liens, and legal encumbrances

Directs cost savings from eliminating fee collection to community initiatives through the Division of Youth Services reinvestment plan, with many provisions subject to General Assembly funding and appropriation
