Transfers the Healthy Employee Lifestyle Program from the Department of Health to the Department of Transformation and Shared Services, including all statutory authority, personnel, property, contracts, and unexpended appropriations

Requires all state entities to allow employee participation in the Healthy Employee Lifestyle Program by July 1, 2026, replacing the previous discretionary approach where agency directors could choose whether to offer the program

Authorizes rewards of up to 24 hours of paid leave per calendar year for employees who satisfactorily complete program requirements promoting regular exercise, good nutrition, and healthy lifestyle choices

Changes the leave usage requirement from "within the calendar year granted" to "within six months of approval"

Requires state entities to identify and maintain walking exercise areas in or near agency buildings where practicable
