Appropriates $2,851,079 from the State Central Services Fund for Arkansas Senate staff services, including $1,963,896 for regular salaries, $587,183 for benefits matching, $250,000 for maintenance and operations, and $50,000 for extra help

Authorizes a maximum of 19 regular employees and 2 temporary/part-time employees for Senate staff positions including Director of Senate, Secretary of Senate, Chief Counsel/Parliamentarian, and constituent services staff

Reappropriates up to $4,000,000 each from the Constitutional Officers Fund and State Central Services Fund from prior fiscal year balances for general Senate expenses

Allocates $700,000 for computerization of the legislative process and $1,500,000 for construction, renovations, and equipping of Senate facilities

Permits the Senate to exceed maximum salary levels by up to 20% for one-third of authorized positions to recruit and retain qualified personnel, with the act taking effect July 1, 2025 under an emergency clause
