Appropriates $147,945,004 for personal services and operating expenses of the Division of Children and Family Services for fiscal year 2025-2026, including $62,586,466 for regular salaries and $33,236,462 for professional fees

Authorizes a maximum of 1,420 regular employees across 34 job classifications, plus 65 temporary or part-time "Extra Help" positions

Allocates $64,654,079 from the Children and Family Services Fund Account for state grants, including $54,006,830 for foster care and $10,647,249 for state residential treatment

Appropriates $102,907,999 in TANF funds for foster care grant payments

Provides $214,799 from the Children's Trust Fund for child abuse and neglect prevention operations and grants, plus $50,000 from the Safe Harbor Fund for grants to Children's Advocacy Centers serving sexually exploited children
