Prohibits contributions to candidates for public office from sources other than those specifically authorized under existing law (individuals, PACs, political parties, etc.)

Bars candidates and officeholders from using campaign funds or remaining campaign funds to pay fines assessed by the Arkansas Ethics Commission for improper use of campaign funds as personal income

Lowers the registration threshold for independent expenditure committees from $500 to $200 in aggregate contributions or expenditures during a calendar year

Changes reporting deadlines: exploratory committee reports due 20 days (from 30) after month end; independent expenditure reports due 20 days (from 15) after month end

Requires executive directors of education service cooperatives to file statements of financial interest with the county clerk
