Requires K-12 public schools and public colleges/universities to treat antisemitic harassment and discrimination the same as other forms of discrimination prohibited by state and federal law, using the International Holocaust Remembrance Alliance's May 2016 definition of antisemitism

Mandates school district boards adopt policies defining antisemitism and prohibited conduct in compliance with Title VI of the Civil Rights Act of 1964

Establishes a Title VI Coordinator within the Arkansas Department of Education to monitor discrimination complaints, investigate incidents, and issue annual reports to the General Assembly by June 30 each year

Schools and institutions that fail to address concerns within 30 days of notice may be reported to the Attorney General and federal agencies; the General Assembly may consider reducing or eliminating state funding for non-compliant institutions

Explicitly protects First Amendment rights and states that criticism of Israel similar to criticism of other countries shall not be regarded as antisemitic
