Unlicensed contractors who violate Arkansas contractor licensing laws gain a new pathway to pursue legal claims for unjust enrichment or quantum meruit (payment for work performed)

Contractors must pay all fines assessed by the board and properly apply for a contractor's license to qualify for this exception

Previously, contractors operating in violation of licensing requirements were completely barred from bringing any legal action to enforce contracts or recover payment

Amends Arkansas Code § 17-25-103(d) regarding contractor violations and penalties
