Creates the Strengthen Arkansas Homes Program within the State Insurance Department to provide financial grants to homeowners and nonprofits for retrofitting single-family dwellings to meet FORTIFIED Home construction standards, protecting against catastrophic wind events and hail damage

Establishes the Strengthen Arkansas Homes Program Fund, administered by the Insurance Commissioner, funded through donations, grants, gifts, private sources, and government appropriations, with moneys exempt from taxes or assessments

Requires insurance companies writing wind or hail coverage for FORTIFIED-certified properties to provide premium discounts or rate reductions if actuarially justified, effective July 1, 2026

Mandates insurers offer optional policy riders covering the cost to upgrade non-FORTIFIED single-family dwellings to FORTIFIED standards when roof replacement claims are filed, effective July 1, 2026

Requires participating contractors to hold IBHS FORTIFIED certification, maintain at least $500,000 in liability coverage, and be licensed in Arkansas; homeowners must obtain at least three bids and complete projects within three months of grant approval
