Repeals the Small Business Revolving Loan Fund for Pollution Control and Prevention Technologies Act (Arkansas Code Title 8, Chapter 5, Subchapter 8)

Eliminates a loan program that provided up to $45,000 per project type (pollution control, pollution prevention, or waste reduction) with a maximum of $65,000 per applicant

Removes eligibility for small businesses with 100 or fewer employees to receive below-market-rate loans with terms up to 10 years for environmental compliance projects

Repeals Arkansas Code § 19-5-1105, which established the Small Business Revolving Loan Fund on the books of the Treasurer of State, Auditor of State, and Chief Fiscal Officer
