Repeals the Computer and Electronic Recycling Fund previously administered by the Division of Environmental Quality, which funded market research grants, statewide recycling contracts, and electronic equipment disposal programs

Eliminates the computer and electronic equipment recycling grants program that awarded funding based on proposals for recovery, recycling, and demanufacturing of scrap electronics

Modifies revenue allocation for within-agency surplus equipment sales: owning agency keeps 60%, Marketing and Redistribution Section receives 40% (increased from 15%), with the previous 25% deposit to the recycling fund eliminated

Changes revenue distribution for outside-agency surplus equipment sales: owning agency receives 50%, Marketing and Redistribution Section receives 50% (increased from 25%), removing the 25% recycling fund allocation
