Establishes a "missing endangered child advisory system" operated by the Division of Arkansas State Police to search for missing children who do not qualify for the Arkansas Amber Alert System

Applies to children under 18 years of age when their disappearance is unexplained, involuntary, or suspicious, or when abduction is suspected but not confirmed

Covers children diagnosed with developmental disabilities, pervasive developmental disorders, or physical, mental, or cognitive impairments

Allows activation when a child may be in danger due to age, health, weather conditions, presence with a potentially dangerous person, or other circumstances

Requires Arkansas State Police to establish activation procedures and coordinate with local law enforcement for effective system use
