Appropriates approximately $1.07 billion total for the Department of Commerce - Division of Workforce Services for fiscal year 2025-2026, covering personal services, operating expenses, and program payments

Allocates $702 million for unemployment benefits and expenses, including $500 million for taxable employer benefits, $200 million for federally paid benefits, and $350,000 for disaster relief payments

Authorizes a maximum of 1,047 regular employees across multiple divisions including Operations (137), Reemployment (325), Arkansas Workforce Connections (137), Arkansas Rehabilitation Services (316), and Services for the Blind (69)

Funds workforce development programs including $30 million for Workforce Innovation and Opportunity Act grants, $26.2 million for Office of Skills Development (including $15 million for industry training), and $22.8 million for Adult Basic and General Education

Includes special provisions for fund transfers between appropriations with Legislative Council approval, carry-forward authority for unspent balances, and authorization to transfer up to $2.5 million from the Training Trust Fund to the Skills Development Fund
