Creates the State Apprenticeship Agency within the Office of Skills Development to serve as Arkansas's state registration agency for apprenticeship programs, with a deadline of December 31, 2025 to submit federal recognition application to the U.S. Office of Apprenticeship

Establishes the Arkansas Apprenticeship Council as a 7-member advisory body appointed by the Governor, with members serving 4-year terms and a majority required to represent the construction industry

Repeals the existing Arkansas Apprenticeship Coordination Steering Committee and transfers its duties to the Office of Skills Development and the new State Apprenticeship Agency

Defines apprenticeship program requirements including on-the-job training, related technical instruction, and opportunity to earn portable, nationally-recognized industry credentials for workers at least 16 years of age

Authorizes the agency to develop a nationally recognized state apprenticeship completion credential and allocate state funds for apprenticeship training programs
