Adds a new condition requiring lifetime sex offender registration: offenders over 24 years old at the time of the offense when the victim was under 15 years old

Amends Arkansas Code § 12-12-919(a) by adding this age-based criterion to the existing list of circumstances triggering mandatory lifetime registration
