Appropriates $22,486,891 from the State Central Services Fund to the Bureau of Legislative Research and Legislative Council for fiscal year ending June 30, 2026, covering regular salaries ($11,860,244), personal services matching ($3,827,527), operating expenses, and contingency funds

Authorizes a maximum of 134 regular employees across 37 position classifications, including 1 Director, 3 Deputy Directors, 23 Legislative Attorneys, and various IT, budget, and administrative staff

Allocates $271,060 for interim committee study expenses and $1,449,199 for per diem, expenses, and mileage for General Assembly members attending committee meetings

Permits up to 31 temporary or part-time "Extra Help" employees at $150,000 total, with pay rates following the Uniform Classification and Compensation Act

Amends Arkansas Code § 10-3-303 to allow the Bureau Director to transfer appropriations between line items, between bureau appropriations, and to other Constitutional Officers as needed
