AR SB400

Authorizes the Department of Agriculture to provide financial assistance to livestock shows, county fairs, district fairs, and the Arkansas State Fair and Livestock Show, with funding distributed according to the General Assembly's annual appropriation

Requires recipients to submit annually to the department and Arkansas Legislative Audit: a financial report with state funding utilization, an operating plan for the upcoming year, and a certificate of good standing from the Secretary of State

Prohibits recipients from using state funds to pay association fees, dues, or other association-related expenses

Establishes seven geographic districts for fair participation across Arkansas counties and designates the Four States Fair in Texarkana as equivalent to a district fair for funding purposes

Requires county fairs using county facilities or funds to submit required documentation to the county quorum court for review before submitting to the state
