Amends Arkansas Code § 14-271-109(a) to expand exemptions from One Call Center notice requirements under the Underground Facilities Damage Prevention Act

Adds new exemption for operators using hand tools to excavate no deeper than 12 inches within 12 inches of the operator's terminal for purposes other than maintenance and leak detection

Maintains existing exemptions for excavation using specialized equipment (pressurized water/air with vacuum systems) not on rights-of-way or within operator easements

Preserves exemptions for agricultural activities, cemetery grave openings, and routine road maintenance by state/county departments when not involving demolition or excavation
