Creates the 30-member 2030 Arkansas Complete Count Committee to increase participation in the 2030 federal census, with appointments from the Governor, Speaker of the House, and President Pro Tempore of the Senate, plus representatives from seven state departments

Arkansas had the highest undercount rate (5.04%) of any state in the 2020 census and is estimated to lose $5.25 billion in federal funds by 2030 as a result

Committee must hold its first meeting within 90 days of the act's effective date, meet at least every other month, and submit a written report on outreach recommendations by September 1, 2026

Committee responsibilities include analyzing causes of the 2020 undercount, developing strategies with the U.S. Census Bureau, partnering with private sector and nonprofits, and recommending appropriations for outreach

Committee expires September 30, 2030, after submitting a final report with recommendations for the 2040 census by September 1, 2030
